Barcelona are set to offer David Villa to Manchester City and Chelsea for £40m, according to Mirror Football.
Pep Guardiola has been given a transfer budget of just £40m as the European champions are more focused on slashing their £350m debt, and Guardiola must sell if he wants to buy big this summer.
He would like to bring in Cesc Fabregas, Alexis Sanchez and Guiseppe Rossi but that trio could cost around £90m, and he knows who has money to spend in the Premier League.
A source explained: “He (Guardiola)knows that he may have to sacrifice Villa to finance incoming deals. And Manchester City and Chelsea would be very happy to buy Villa.”

Manchester City have ruled out a second approach for Samuel Eto’o after he said he wanted to test himself in the Premier League, the Manchester Evening News report.
The Sky Blues, who have been relatively quiet this transfer window, were blown away two-years-ago when the Cameroon international showed discontent at their proposed deal, reflecting £180k-a-week deal.
The club ultimately pulled out of that deal, but the striker’s declaration of wanting to test himself in this country, naturally linked the two parties once again.
Eto’o said: “Playing in England is an idea I have had in my head for some time and now what matters to me is finding a good team,” but it seems City are not prepared go down that, potentially expensive, avenue again.

Arsenal’s Samir Nasri is the latest player to be linked with Manchester City as he continues to stall on signing a new contract at the Emirates, the Daily Star report.
Only Chelsea and the two Manchester clubs could meet his wage demands and the Frenchman is also disconcerted at Arsenal’s lack of activity in the transfer market.
Although he stalls over a new contract, he still believes his current side are close to ending their trophy drought, he said: “As a team, we all realise now what we need to do to win a trophy. Our desire is so big that we rush things and make mistakes.”
Nasri who turns 24 later this month currently earns £70k-a-week, and is determined to prove that his impressive last campaign was not just a one-off, but whether that happens at the Emirates remains to be seen.
