The Blues made a bid of £15 million for the Uruguayan in August, but it was rejected by Porto and ultimately Pereira ended up staying put.
He has since signed a contract extension running until 2016, meaning any offer Andre Villas-Boas’ side now make will have to be significantly increased.
Pereira seemed disappointed that no move materialised over the summer, and was quoted as saying: “They [Porto] said they did not want to sell me and weaken the team.
“As a player I have to respect that decision. I just have to focus on Porto and try to produce a performance. It will not be easy but that is my challenge.”
