The Portuguese has had a disappointing season which saw him make just seven starts for the Red Devils, and rumours are widespread that he could be looking to take his football elsewhere.
Galatasaray had also been interested in the winger, but pulled out when their £6m bid was rejected, leaving north Londoners Arsenal as the frontrunners.
The Turkish outfit’s chairman, Unal Aysal, said: “We offered £6m for him but they didn’t accept. We cannot give more than this. We are not going to follow Nani any more. We cannot afford to pay more than €7m for him.
“They want €10m (£8m). Because of this, he is not on our transfer targets list any more.”
With Arsenal set to spend money in the transfer market this summer, they have been made 7-1 at the bookies to sign the Portuguese star.
Juventus, PSG, Benfica, Monaco and former club Sporting Lisbon are also thought to be interested.
Nani arrived at United from Sporting for a fee of around £17m in 2007.
