He is said to favour a move away from QPR but wants to remain in London, with Arsenal being seen as his ideal destination.
Wenger has also cast his eyes over Liverpool stopper Pepe Reina and Stoke’s Asmir Begovic, but does not want to spend a large portion of his £70m transfer kitty on a keeper – and Cesar would certainly prove the cheaper option, with Rangers ready to listen to offers around the £2m mark.
