Van Ginkel also has to agree personal terms at Stamford Bridge but a fee has been agreed between the clubs. Bayer Leverkusen forward Andre Schurrle has already been snapped up by the Blues, who appointed Mourinho as the full-time successor to Rafael Benitez shortly after it was confirmed the Portuguese was to leave Real Madrid.
The 20-year-old van Ginkel scored eight goals for Vitesse last season, helping the club to fourth place in the Eredivisie, their best finish for 15 years, and was named Dutch young player of the year.
A senior Netherlands international after making his debut against Germany in 2012, van Ginkel also represented the Netherlands at this year’s European Under-21 Championships in Israel. He made his Vitesse debut as a 17-year-old in April 2010 and played more than 100 games for the club.
