Both clubs have been interested in the promising 16-year-old, who made his Premier League debut at home to Wigan in May, although Chelsea appear to have taken him away from the Gunners, who had been monitoring Brown for several months.
Brown announced his desire to leave the Hawthorns for a bigger club, and having represented England at U-16 and U-17 levels, he now has a long-term deal with Jose Mourinho’s side, according to the Daily Mirror.
Brown will become the Blues’ second summer signing after Andre Schurrle, of Bayer Leverkusen. Arsenal are yet to confirm any new arrivals after this latest disappointment.
West Brom are reportedly furious about losing Brown, who they see as the brightest young player from their academy, and will hope to gain compensation from Chelsea at an independent tribunal. Chelsea have been in hot water for signing youngsters before, especially in the case of Frenchman Gael Kakuta in 2008. This is their first such controversy surrounding a player from another English club.
