The 22-year-old is believed to have agreed to a move to the German side and the two teams are close to striking an £18m deal for the player.
Wolfsburg sporting director Klaus Allofs said: “We can’t announce a deal yet, but we are not in a desperate mood. We would not talk to Chelsea if we had totally opposing views.”
The Belgium international joined Chelsea from Genk in 2012 but has spent much of his time on loan, first back to Genk and then at Wolfsburg’s German rivals Werder Bremen.
During his time on loan in Germany, De Bruyne managed to settle quickly scoring 10 goals in his 34 appearances, as well as providing 10 assists.
At the Stamford Bridge outfit, chances were few for the young Belgian as he only made three league appearances for the side and struggled to make it onto the Chelsea bench.
Following his impressive first spell in the Bundesliga, the young player looks set for regular first team opportunities with the World Cup looming, after struggling to get noticed by Blues boss Jose Mourinho.
