Van Gaal is currently Coach of the Netherlands national team and added that it was only his reluctance to do two jobs at once that prevented him taking over at White Hart Lane.
But with the World Cup to come this summer, van Gaal was not looking to leave his current employers.
“Everybody knows it so I can admit it,” van Gaal said.
“I don’t do things in a double function (holding two jobs at the same time).
“You have to give an example to your players that they have to focus on the national team and that is my ambition also.
“I have refused (the Tottenham job) but maybe there will come another chance. That is the difficulty with coaching. When you are free, then maybe there are no vacancies.”
Tim Sherwood was initially put in caretaker charge before being given the job on a full-time basis.
Van Gaal is still interested in working in England, having Coached in his native Holland, as well as Spain with Barcelona and Germany with Bayern Munich.
“I want to work in the Premier League because that is the league I have not worked in yet.
“I want to coach here in the Premier League because I think Spain, Germany and England are the strongest competitions.
“That is an ambition and who knows.
“After the World Cup I shall retire or, if there is a Premier League club, I shall think about it.”
The Netherlands have been drawn in Group B of the World Cup, along with holders Spain – who beat the Dutch in the final four years ago – as well as Chile and Australia.
