The Uruguayan, who helped his country reach the last 16 of the World Cup, has grown frustrated as his lack of starts for Atletico, making 20 appearances in the league last season and struggling for game time in the latter stages of the Champions League, in which Diego Simeone’s side reached the final.
Black Cats boss Gustavo Poyet is exploring the finances required to help bring the 28-year-old to the Stadium of Light, as he looks to avoid being embroiled in another relegation scrap next season.
