The move has been on the cards for some time, and the England international has agreed personal terms and will now finalise his move upon completion of a medical.
He will then link up with the Reds on July 1 when his deal with City officially expires.
The 29-year-old enjoyed a successful spell with City, picking up two Premier League titles, an FA Cup and a League Cup, as well as firmly establishing himself as a regular in the England set up.
Milner is now a solid Premier League performer. Having began his career with hometown club Leeds, he left for Newcastle before enjoying two spells at Aston Villa, eventually linking up with City in 2010.
During that time he has made 527 appearances across all competitions, scoring 59 goals and can play in a number of positions across the midfield.
